It seems that Argentina lacks two things that Britain does not:
1. A sense of Humour.
2. The Falkland Islands.

I'm looking forward to this episode just because of how funny they'll make it after being kicked out, probably in the Falklands
I recall it being mentioned the plate was an original and it was just a horrible coincidence. However someone did a HPI check on the reg plate and this turned up

Either way, horrible over reaction and anybody that takes Topgear seriously needs a slap.

I refer you to a comment on the telegraph article:
The facts are these.

Confirms that the Porsche 928 GT Clarkson was driving had absolutely NOT had its licence plate changed for the purposes of the show. The number plate matches the car both on its year of manufacture (1991) and for the make and model of car that it is.
It was last changed on 25 May 2001 by a previous owner from "H1 VAE" to its current plate "H982 FKL".
The Top Gear production team bought the car (or at least registered themselves as owners of the car) on 8 August 2014, 13 years after the plates were changed.
The conclusions we can draw from these facts:
1) The plates were not at any material time changed for the purposes of causing offence.
2) It would be a very long, arduous task to find a car for Clarkson to drive that so happened to have an offensive number plate.
Also, the number plate H1 VAE is still active, but was registered to a WHITE, 2006 PORSCHE 911 TURBO COUPE in November 2006. Most definitely not the car Clarkson was driving.
