1. Mine uses 60MB RAM with a lot of chats open
2. If your internet is that terrible and unstable, then the options allow you to limit the downloads.

It doesn't make any fucking sense. Steam is using ~12% of my available bandwidth, so where the hell did the other 88% go? Because it's sure as hell not available anymore.

I have 70mb/s atm I believe, it doesn't even seem to effect me at all.
The biggest thing is just seeing if you can find a better server / limiting bandwidth a bit.
Some servers are better than others.

Whoa is not getting the difference between bits and bytes still a thing? 60Mbps = 7.5MB/s, so if you're downloading games at 7MB/s you're basically out of bandwidth.

you might be getting confused since speedtest gives your speed in megabits, your download speeds are megabytes. a 60 megabits reported speed on speedtest would give you about 7.5 megabytes download speed (divided by 8 since 8 bits in a byte)
although on that note there are other bottlenecks as well, downloading on steam saturates all the computers on my network even when its limited to less than 25% of the available bandwidth.

I meant older games that use a launcher through steam like the descent games, sacrifice, and even older games that launch through steam even without a launcher have very buggy steam overlay if any

That is because some games, when updating, directly update the files instead of re downloading a new version of them. This is to decrease the download size. Payday 2 does this, and some other games do as well.

yeah, I think that isn't so much an issue of upgrading, but an issue of faulty hardware

testmy.net will give you a much more accurate speed. But as samboo was saying, you probably got Megabits and Megabytes mixed up.

Personally I never had issues with steam downloads after I switched my content region or whatever it is. Maxes out my connection at 12.5MB/s and if I decide to play CSGO during download my ping is stable 50-60.
As convenient as this is, I just turn on the NVIDIA FPS counter that's built-in to ShadowPlay, much less intrusive if you ask me.

32-bit modules can't be loaded in to 64-bit processes. I guess nobody's bothered to compile any of them as 64-bit binaries.
