They've bought it from Turkey and Brazil based on a plan forced on them by the US, and since they took too long for our liking we said "Ok, sanctions." The Saudis flip flop all the time. Their relations with the Arab and Muslim worlds are constantly changing for their own benefit, as is their relationship with the West. The Saudis have openly stated that they do not particularly support Israel, and would not allow for Israeli passage into their air space without special permission, and that accounts otherwise (some from credible sources like Time) were false.
