Has anyone considered the enormous possibility of this just being gibberish? I know I'm not the only one who likes to print a piece of paper with random garble on it sequenced to look like a language of some sort and place it in interesting places to get people worried.
Look at the related murders and see how they were committed try and build up a profile, he might have based his cryptic style upon existing ones and merged them together. Look at the letter shape, spacing, positioning this can give you information on the actual person (more than you know). You can tell a lot from handwriting (brain usage, if hes left handed he could be more artistic so it could be more of a visual base or a riddle). If they are separations in the script then it could be like story, beginning a middle and an end. Try looking at it horizontal to if there is any similarities in the text or if any patterns appear, could be in different language and each individual letter is given and meaning. It could contain his identity so stringing letters together might come up with a name. Draw around the outlines of the text, it could be a picture or visual representation, such as a sign. Just some ideas.

How where his crimes committed? Try and compare the style of his murders to other cryptic killers that got caught or their notes decrypted he might have used similar styles. Where was he based? Try and contact people from the same area from the same time and see if they were aware of common street encrypting for drug dealers or gangs see if was related to anything, check library records see if anyone checked out cryptic books and check out their houses etc. (library card on insert of book) see if they pursued cryptology and do encryption for fun or local newspapers and build up a profile.

I do recall reading something that basically is if you keep the first and last letter the same no matter what way the letters are arranged in the middle you can still guess/make out what it is, mabye this is related?
Look at the mistakes on the top line, there done on purpose, could have meaning and also the brackets.

You can easily figure out what someone is saying if they just switch the two middle letters of a four letter word around. This leaves only a handful of words to play with, which, when jumbled, aren't even that tricky to figure out either because they mostly use vowels rather than consonants.
