It would really help a lot if we knew a little background on the victim. Some of the code may not make sense to someone who doesn't know him to a degree.

They make about as much sense as some of the tax forms I've seen. Oh for those who think it was to distract the FBI. The FBI report states it matches the victims handwriting.

it's FAR MORE than likely a "type" of cipher. We need to see more of the victims writing. I believe the letter is in their shorthand because I'm seeing some words without vowels and a few letters. If we can find school notes or something belonging to the victim, it might give us a few leads.

I'm having trouble with the "NCBE" pattern I keep seeing. 3 of those patterns follow right after a number, but the ones without a number tend to be used quite often. Sometimes following after "WLD". The last letter in "NCBE" also shows up in the note enough times to instantly consider it a "common letter". But what word/letter would it be if it shows up at the bottom as part of a "combination". (FLRSEPRSEONDE71NCBE). This is becoming a huge bitch.
