Knowing CD Projekt Red it'll look amazing on medium anyway so I'm not really worried.

I'm not too surprised since the game looks incredible.
Gonna go ahead and assume this is absolutely every setting maxed out on at least 1920x1080 (they even mention stuff like NVidia's hair thingy and ubersampling specifically killing performance), so I'm not too worried. Hell, if it's anything like TW2 it will still look really good on Medium settings.
Besides, have you seen the ingame footage so far? It looks absolutely stunning, anybody who was expecting mediumrange PCs being able to run it like that is deluding himself.

They're held back by consoles in this particular case. Note how "it looks the same across platforms"
Consoles should just cease to exist.

If it runs the same on consoles and pc, the consoles are holding it back.
They're using old hardware, it's as simple as that. It was developed for old hardware.

It doesn't run the same on consoles, they just based the recommended specs on a target FPS of 30.

I don't think mentioning the i7 is really relevant, an i5 does pretty much the same job when it comes to gaming (I doubt their game uses eight threads).
i dont think this should be surprising or offensive to anyone. tbh with a game that looks this good, and is this expansive, it's pretty impressive that they can assure us of 30fps on high settings, i'm assuming at 1080p, with a 2yr old gpu

TW3 is 1080p30 on PS4 and 900p30 on Xbone. So either this is PC footage or they reencoded it with interpolated frames (aka it was originally 30 fps and every other frame in this 60 fps video is just two frames mushed together)

Honestly 30 frames per second on RPGs is not that bad. Only gripe I have with 30 fps is when it looks like shit AND it runs at 30, but thankfully it looks amazing. Can't stand less then 60 on shooters though.

Doesn't sound like it, just sounds like the default settings will give you 30fps on the recommended hardware, rather than 60. Or something like that.

I'd very much doubt that. He's just saying that the recommended specs are a guideline for running the game at 30FPS (at some arbitrary quality settings).
The performance seems to be on par with my expectations. I remember when Witcher 2 used to melt even the newest graphics cards at the time of its release so this is actually pretty fine work given that the game is open world and the graphical fidelity I've seen from the videos.
I bought Witcher 2 at launch and couldn't play it at a stable framerate until like a year later. Though that was because the original had SLI problems and that was my setup. I can't wait for this game but I'm definitely going to wait for the post launch patches before my first run.
This game is overhyped imho.
