What they are trying to say is that there has never been a halo forge on pc, and thus forge has never had keyboard or mouse support.
They really need to clarify if we can build and play maps properly on PC. By properly I mean with however many people the game supports in MP not just friends you invite.

I'm assuming this is how it will work based off the wording and a few people I spoke to:
-Fire up Forge and enter the lobby screen
-Invite (XBL) friends, or not
-Launch a map in Forge mode or as a custom game

PS: This is probably the first time their Halo 5 will be running on PC so getting a small part out there would be massive help for them to further develop it for PC.
Realtalk, Forge is the main game mode we played in Halo 3 anyway so I'm not mad at all. The rest of the game would have been grand but hopefully this is a sign of things to come. As long as it isn't riddled with microtransactions and paywalls I'm absolutely cool with that.
So do people remember the picture a day or two ago showing Master Chief Collection on the windows store? I think this is a sign of things to come.

Only microtransaction in Halo 5 are REQ packs which were hardly a big deal since it's stupidly easy/quick to build up in-game currency to buy packs for customization items and stuff for the Warzone game mode.

That was actually a bug. The listing contained old information and improper platforms. Other Xbone related betas would show up as well and were listed as playable on Windows 10.

I know it all comes down to money but from a technical standpoint shouldn't it be easier than ever to port stuff to and from PC?

It's still harder than most people think, but not as hard as it use to be. If Halo 5 was made with PC in mind from the get go it would be easier to port than it is now in its current state.
There isn't much point to them porting the entire game over when they're already working on Halo 6 and other projects at the moment. I wouldn't be shocked if Halo 6 will end up being on the Xbox as a timed console exclusive and then have a PC release later.

It would have been like Gears Remastered and Quantum Break. Xbox first and then ported over to Windows. QB just had the luxury of having launch on both at the same time because of UWP.

They should just turn the Xbox into what Steam Machines were supposed to be. Want a console/set-top box experience; turn your Windows/Xbox machine in "big picture"/Xbox mode. Want Windows PC just boot in Windows mode. Microsoft splitting their consumers never made sense. Software wise Xbox should be a store like Steam, hardware wise it should be a "minimum system requirement" that developers can base their development on.

xbox is running win 10 and will soon have full uwp capabilities.

Even if 343 sucks ass at making campaigns that's still a shit reason to go "it's fine we don't need that whole mode," especially when it's been such a huge part of the games since the very first.
plus, from the way this is worded I don't think we're getting full MP with this. We can just fuck around in Forge. That's it. It's not even like GMod where there's essentially limitless content due to mods and porting shit from other games. It's comparable to having only GMod and no CS:S/TF2/etc back whenever models and shit from those games weren't included in shitty low-res versions for people without the games.
Regardless, I'm going to get this and most likely spend hours on it even if I can't exactly make the fullest use of it. I'm expecting good shit to come out of this.

Halo 5's SP sucked, but Halo has always had a decent story (except for 4 and 5), Hell, pre-343 halo lore is fucking great.

the multiplayer is pretty good though, same with warzone/firefight. if firefight came on pc through odst/reach/4/5 I'd play that shit forever.
Its pretty hilarious how everyone has been crying for years to have Halo ported to the PC and now they are [I][B]finally[/B][/I] taking a step towards that direction and now everyone has a new thing to cry about because they don´t get the whole thing on the get-go, these guys are doing things in a slow manner which is good
