Minnesota for example.. I grew up in a city with 56,000 people, often travelling to where our farmland was 3 hours southwest to a town of 100 people. It's courtesy to wave on the highway in the small town and that type of area. I go back to the big city, and do it and people look at me like I just killed their dog. Why? I waved. ...and smiled. ..That's it.
I've seen cars get wrapped around a pole from them crashing and not one person stop, including my parents at the time. My friend pulls over on the side of the road in the rural area, 7 people asked him if he was ok.
Some, meaning a lot, of Americans are complete dicks. But there are a lot who aren't. Sadly America's diversity also applied to morals.. and many don't have them.

Mob mentality and cultural differences, in a rural area communities feel a lot closer than in big cities where no one cares about random people, but I'm sure they're nice people normally.

I'm pretty sure at least one of those Scandinavian countries was banning burquas. Smaller countries also tend to avoid the urban decay and corruption of big cities or social stagnation of isolated regions.
