As was said before, it's not "modern" so much as it is "modern Russian", a lot of modern Russian hardware is just greebled up Soviet gear, most of it 'modernized' over a decade ago.
Case in point, these Vystrels entered production in 1999 and can likely trace their lineage back to the BTR-40s of the late 1950s.
It's also most likely been in a war for some time now which almost always makes something look aged and worn.

We're never going to replace the B-52, probably not within our lifetimes. If you got something that works in it's specified role that's amazing. We've re-used WW2 era equipment a lot, we had M3 Grease Guns in Iraq with some of our National Guard troops. (though they were the 9mm variant which is trash)

You might be surprised to know that a lot of modern equipment is just the same. It's not like WW2 where we pump out a new design every 4 years, what we have is here to stay. The M1 Abrams is from the 80's, the Cobra helicopter is from the 70's, and for our oldest design, the M2 Heavy Machine Gun has been in service since before World War II. Russia is also working on a new tank design, while on the other hand the M1A3 Abrams is also being developed. On the other hand, both countries use modernised versions of rifles developed decades ago as their service weapons, the AK-74M and M4A1.

1999 isn't old at all for military vehicles, what matters is how well the design actually is + how good the technology is. Generally more recent is better, but for something like a light armoured car it doesn't need a lot, they're generally designed to simply drive places and stop bullets. In fact the Vystrel is probably better off than our HMMVW's, which are not only older, but were [I]not[/I] designed for combat.

Not really, no.
If asked, Putin is just going to spin more shit about this equipment and why is it in Ukraine. The Russian soldiers are just rebels who got Russian uniforms from the local bargain bin. The tanks/armored cars and other equipment also came from the same bin.

I actually tried to look for a BPM-97 with 300 on the side to just be like "OH COME ON" but I can't. It's still shockingly close.

It seems like there's not been a lot of these things made and they're only used by MVD. I'm seeing a few different pictures of this same camo pattern but with so few produced (Wikipedia says +/- 150) even those might be the same truck. Very interesting, in any case.

Why it shouldn't be the case? Factory design camouflage, it's applied by machinery, so they're pumped out pretty similar-looking.

to be fair, like 3/4ths of the large bodied planes in the USAF are >50 years old, doesn't mean that the c-7 globemaster isn't still good at carrying lots of shit

I assumed it was done by dipping the body panels or otherwise by spraypainting. I can't seem to recall noticing identical camo schemes on other vehicles but maybe I just never had cause to look.
