A corporation isn't going to buy more meat then it thinks it can sell, because that is a waste of profit. A farmer isn't going to slaughter more cows than he thinks he can sell, because that is a waste of profit. A cow is actually a fairly valuable piece of property, you don't slaughter it willy nilly.
