How would you use it? It'd be a pretty big weight hanging off the front, and using the shotgun itself as leverage would probably break or bend something vital for it's regular operation.
You'd have to sharpen the crowbar like a bitch too.

You ever played Half Life? Because of these games, the crowbar is revered as one of the strongest weapons in the world (To some people). And so, the person you quoted was saying that a crowbar was even more powerful than a shotgun.
