Regarding the fence, how much would it have cost to instead build a garage? 10k seems like it would be enough to construct one.
Most neighbors are such meddling assholes. The house my parents currently live in was designed by my dad, but even though it was completely legal, all the surrounding houses had to approve the design. Naturally they didn't because everybody else were busy building generic boxes with windows and my dad wanted to be a bit more creative. So my dad was forced to adjust the house because it was too tall, instead the house became much wider than originally intended and now the neighbor who started the petition against our house to begin with doesn't get any direct sunshine into his backyard (and a portion of his house) most of the day. :v:

Unfortunately planning permission could take years and a lot of money to get a garage through the paper work, you can't even build a large shed without going through extensive paperwork it's ridiculous

This is why I like the country, you could build a fucking pink castle and nobody would give a shit.
There are usually rules on things like fences. Where I live you can have a six foot fence in back but only up to four feet in front. So really you want to make sure you have all your permissions and paperwork in order before you spend money on a fence. This guy says the person who gave him verbal permission is gone from the council, so that means he never actually got permission if it can just be 'gone' one day.

The neighbours having to approve is actually a good idea imo. There are some tasteless assholes out there that will do anything to get their treeless garden with fake grass and a bright yellow house with always-on floodlights and massive windows looking into kitchens so all the neighbours can see them eating breakfast, usually naked. All this can depreciate the value of the surrounding homes.
