I still don't see what the problem is.
There has to be a catch in there, somewhere (like he was threatening the lives of millions of people or could've dominated the globe with a mutant cucumber)... either this is a slugs ass of a slow news day or this guy's getting fined for kicks.
Who the hell grows cucumbers in their basement? Unless you have a lot of UV/Sun lamps, and a lot of growing space, nothing will grow.

A light could probably cover as many as 4 cucumber plants. For all we know he could have had over 100 pounds of cured cucumbers already to be sold on the streets in case a bust like this happens so he can rebuild.
The fact he's being charged for hydroponically grown cucumbers makes no sense. Hydroponically grown cannabis, yes..
