I think it'd be naive at this point to not assume the explosions were caused by bombs.

Were there any runners hurt? It really just looked like the people hurt were the ones on the sidelines cheering. Which lends to the idea that this was an attack, because there are more people watching in one place than there are runners.

From all the footage I've seen so far, it looks like some runners were shaken and fell down. I read somewhere that about half of the racers had already finished, so some of them may have joined the crowds on the sidewalk.
