Maybe it's possible that they wear those clothes because they personally think those clothing items look good on them, not because they want to show off their assets to everyone. They shouldn't be prevented from wearing clothing they like because some jerkass is going to get the wrong message and take voyeristic photos of them, and if you think otherwise you should go fuck yourself instead of blaming the victim.
Besides, there's a difference between checking someone out in public and taking voyeristic photos to post on the internet for thousands of sweaty neckbeards to jack off to.

There's a difference of taking a picture of a woman, and her she is showing cleavage, or behind her, and inadvertantly taking a shot of her ass than specifically going for their breasts and ass, especially without their consent.
There is a difference between taking a picture of a woman, than there is taking a picture of a woman's breasts and ass.

The pictures are more symptoms of a disease, it's the attitude towards women it reflects, that they're not the same intelligent organic constructs that men are, but rather objects to be desired, that who they are doesn't matter so long as they're attractive, and if you are attractive then you're fair game to be leered over and objectified. It's humiliating for the people involved, and like it said in the article, people's lives have been ruined over this.
Creeps have always been creeps, and there are so many around you have no idea. My girlfriend had a stalker herself, who took pictures of her getting in her house. We called the police on him and gave his car plate number. Also a lot of other people slowing/stopping their cars to watch her etcetera. Once some immigrant piece of shit on a bike chased her and called her things just for fun when I wasn't around.
If you think it raises your self estem you can't be more wrong, it's HORRIBLE for you, she always say she's worried whether she looks like a bitch or not just because she's beatiful and that day she put make-up on, and she's disgusted by the looks. One shouldn't be afraid of putting make-up on. It made her a little paranoid aswell and she's always scared that somebody might spy on us when we smooch in a park or outside in general.
It made me also change in a way and I feel like I always have to hold her hand or be as close as possible to her to specify that I'm the one who'll poke your goddamn eyes out if I catch you doing weird shit.
These are impossible to make illegal, because it would be a legal nightmare to prove the intent of the photographer (even outright porn is argued as art). On the other hand, this is definitely an ambivalent societal topic. If people saw a man take a picture of a girl secretly, they'd immediately scrutinize him, yet on all our grocery store tabloids we encourage the voyeurism of celebrities (mostly women).
