It is certainly a net negative for the general populace. Not to mention, GOP support for the bill is starting to become more unreliable. The republicans had almost 8 years to figure out their grand plan for turning Obamacare, and they can't get their shit together between their constituents and their own players. It's really a shame to see that level of discord in a party that has near full control. There is no "choice" because if the Senate bill goes through they just lose their coverage and likely won't be able to afford it without the ACA.
