Presidents, or federal departments, refusing aid from certain countries has happened before, but typically it's refusing aid from places like Cuba (where the blockade was in full effect and so accepting aid would be diplomatically costly). Most of the aid offered wasn't actually accepted; some of it was due to logistical reasons (Swedish support was turned away because the State department had no capacity to process and distribute their supplies by then, for example), others due to laws (the UK sent MREs; many were turned away due to US import bans meant to prevent the spread of mad cow disease).
I don't wanna hear one American go "boo hoo everyone hates us" which I totally have in the wake of Katrina and every major natural disaster since. Bitch the world tripped over itself to help after Katrina. [I]Iran and Iraq[/I] offered help. Mexico and Canada supplied the most aid, including (peaceful) military aid -- the only two nations America allowed to send military personnel.
Predictably, as the Wikipedia article states at the bottom, a large portion of the pledged support was not claimed -- but not all of it was even used to give relief to disaster victims. But I guess in a logistics operation as massive as that it's to be expected that not everything will get to where it needs to be on time. That being said, the state of Katrina victims for AGES afterwards makes this particular detail all the more eyebrow-raising.
