He probably had the mentality that driving stupid was worth it, considering he had the money to pay for fines, and even possibly bail himself out. I wouldn't say it was his fault because he obviously didn't want to kill himself or his friend, but he should have listened to the warnings and not been so stupid. And I mean, if he just left quietly then yeah, but if someone actually knew he was driving home, they must be feeling pretty shitty for not stopping him. He chose to drive drunk. But he didn't choose to kill himself. I know choosing to drive drunk is basically signing your own death certificate, but he's probably done it tons of times. Obviously this time was the last. I'm not defending him, drink driving is stupid, even if you've just had a few.

Its kind of annoying that after 23 violations and a DUI people like him can just throw money at their problems and still do stupid things in their expensive high performance cars. With that kind of record why was he even allowed to drive a vehicle in the first place?

Well, with his record, the type of car, the fact that he spent the previous hours drinking, the speed at which he was driving, the fact it was early morning hours: this is not tragic in the sad and shocking sense of the word. It's more senseless and stupid. Senseless because he killed not only himself but someone else too. Stupid because he'd been put on notice that he was out of control as far as his driving was concerned. Both he and his friend could be alive today knocking back a few beers if he wasn't so stupid.
