I think EMP = everything BREAKS, they don't just turn off.

I'm not sure, but I think half the world losing all electronics would have a pretty fucking gigantic knock-on effect either way.

That is true, but if it were to only hit one side of the earth more prevention and defense against this could be made there. Yes, it would still be disastrous, but it would be far worse if the entire world went dark.
