North fucking Dakota is most certainly not a representation of most of the United States. I've actually been to pretty much every corner of the US and to my knowledge a good portion of states require you to pay a fee for getting an ID card

If you actually read the bloody post you quoted you'd see why people choose not to get ID cards. 30 dollars is a fucking lot to some people, and if I had to choose between eating and an ID card that'll be mailed to me in 2-3 business weeks I'm gonna choose to eat. Hell how do you expect people working 2 jobs a day to magically find time to spend 4 hours at the DMV, or 3 hours at the Social Security Office?

the other obvious question is why would they even know anything about the US constitution before arriving here. Migrants DO have to learn about the constitution to become citizens but they aren't expected to know it right off the bat. Refugees are taught about it in the camps but not always

Considering by federal law all employers are required to take your ID and SSN, saying you don't have any of those things is bullshit. The only reason people don't go and vote, is because they choose not to. If you have a job, you have a photo ID and SSN card. If you get benefits, you have a photo ID and SSN card.
The first of which is required legally because the employer needs to push taxes forward on behalf of their employee, and not doing so will have the IRS breathing down your neck.
No reason exists to not have photo ID laws. It's not even a party line issue, it's a simple logistics issue.

If I am in a room with a Muslim, a Christian, and a Buddhist, I am statistically in more danger from the Muslim. That is what per capita means.
