The only reason people don't go and vote, is because they choose not to. If you have a job, you have a photo ID and SSN card. If you get benefits, you have a photo ID and SSN card. The first of which is required legally because the employer needs to push taxes forward on behalf of their employee, and not doing so will have the IRS breathing down your neck. No reason exists to not have photo ID laws. It's not even a party line issue, it's a simple logistics issue.
