I have 2 guesses, either one of your drivers isn't compatible yet or your pc doesn't meet the minimum requirements.

For me it's most likely because it's OEM (I have no idea how it still works on this new motherboard, not even the same brand). But I still wish[I] just incase[/I] there might be that little "something else" lurking about, that it could give me an actual reason instead of simply refusing to show itself

It also might just not run for everyone immediately. Despite no changes on my end after getting the proper update it took three days for the icon to show up.
It's not like it really matters if you don't reserve a copy. They're not going to run out.
Windows 8.1 performs better than Windows 7 but is riddled with bugs

My desktop and my laptop both have Windows 8.1 pro, and both copies were bought at the same time directly from Microsoft.
However, only my desktop has received the notification even though both are completely up to date.

I think that tool actually doesn't work right on Windows 8. I got the same validation status but have the reservation on both my desktop and my Surface Pro.
How do I tell it to not download when available?
I don't want this guzzling up my SSD.

Depends on what Windows version you have. Windows 7 SP1 and Windows 8.1 S14 can do it through windows update. So can Windows Phone 8.1

I still don't get why my laptop hasn't gotten this update, and many others also seem confused by how it picks computers seemingly at random.
Are there any official words on why some people just don't get it?

My Windows is fine, hardware is fine, and I have the update installed. Yet the notification still hasn't appeared.
Interesting is that it showed up on my computer, my dad's from 2007 and a few friend received it too. My brother didn't though, while his hardware is from 2012
I got the notification and I bought my copy of W8 from newegg. It's a OEM copy too.
So basically, nobody has any clue at all as to how this works and what the requirements ACTUALLY are?

Maybe it's a rollout sort of thing like android updates.
So if I want to do a clean install of Windows 10, I'll have to reformat and install Windows 7 first? Then upgrade Windows 7 to Windows 10?
it randomly appeared for me. you can try to open it yourself via task scheduler. it runs every 24 hours and on every logon by default.
So far the only things I know of that prevent you from receiving this update are having Windows 7/8 Enterprise, being behind a WSUS server, or having a domain joined machine. And of course an invalid installation...
