What part in particular?
As far as warning shots go, they are generally illegal depending on the locality.
HOWEVER officers are occasionally granted some measure of latitude in regards to the law if it means a safe conclusion to a situation. If I have to drive a cruiser through the wall of a building in order to conclude a situation safely, then chances are I'm not getting prosecuted for wreckless driving.
If I'm in the field and lack intermediate tools or are faced with an unexpected mob that is rapidly advancing, I might get away with a warning shot.
Frank assessment is this: I'm not that cop. We like to think the camera catches the whole story, but I can tell you from watching my own body camera footage that it doesn't. That is a camera literally strapped to my chest and it still doesn't see half of what I see.
That said, It looks like that shot was probably a mistake. A mistake that resolved the situation. The situation was probably not intended to escalate like it did. He may have just gone outside to yell at some kids to fuck off when suddenly one yells death threats, which dramatically shifted how the engagement continued.

The kid was getting off easy.
In that position he normally would have been kneed in his common peroneal and then armbar'ed into the dirt. The cop is going super easy on him.
