That guy had to be targeting the girl.
Who randomly goes into someone's house, with a camera, and winds up in a kid's room taking pictures naked? No one, that's who.
He saw the girl at some point, figured out where she lived, then planned his crime(bringing the camera). This makes it a far more serious crime, and it was already as serious as you'd ever want to see. This guy is a lot more dangerous than they are giving him credit for.
