Yeah, it always amazed me. I believe it has to do with the Soviet legacy, most of our regions have diffirent kinds of cultural background. Some are "historically" cities of intellectuals, some are cities of working class etc... generally the latter are a lot more conservative. We also have overly-religious regions, where one has to be very careful if he's a member of a diffirent religion, let alone atheist.
