They also include things like the US government not doing accurate assessment for lease rates (listed as 2.2 billion in the report). These are not legal subsidies, but inefficiencies in the the governmental system.

We shouldn't be subsidizing anything, but if we're going to be, I'd rather my taxpayer money go to the energy that isn't going to cause runaway climate change and subsequent food and refugee crisis.
