I was there a couple of months ago, you have to be a complete and utter retard to fall off of there. Wouldn't be surprised if they threw a ball or something and the dog ran after it. Hence why you keep your dog on a leash. Those dead dogs with the dumb owners are millions of dollars cheaper than trying to retard-proof that place.
People who intentionally put their dog in a hazardous situation ( by not leashing them ) deserve no pity.
Don't walk your dog without a leash if you don't want it to get hurt.
I've seen little dogs run up and over a six foot fence, so unless people want to put up huge walls to save the rare YOLO dog, I think just keeping your frickin' dog on a leash is the obvious way to prevent your dog from engaging in extreme sports.

Yikes- Imagine if a large dog decided to jump off that when it actually was on a lead, the owner could be pulled right over the edge after it.
What if it landed on a kid or something.
