Full amendment can be found here: [url]http://www.usconstitution.net/const.html#Am14[/url][/QUOTE] To put it simply, Obama could theoretically place an executive order to raise the debt ceiling, and if this comes into question, the Supreme Court would declare Congress' actions (in not raising the debt ceiling) as unconstitutional. The result is that the debt ceiling would probably be ruled as unconstitutional as well as it is a congressional device that can be used to deny payment to current debts. The Obama Administration has already categorically denied that they will even consider this as an option, however.
