Actually facebook is an absolute cesspool for advertisers. Most of them are fleeing it faster than people would flee the Titanic if they had jetpacks. There's so many bots that advertising there is borderline worthless in terms of actual viewer counts unless you have a very specific niche.

A few years ago Facebook changed something so that if you "Like" a page, you're automatically subscribed to it (much to the ire of Facebook users whose front pages were spammed with thousands of useless posts from bands and movies).
In SEO, you'd measure the value of a particular asset based on how many people see it. A Facebook page "Liked" by over 1,000,000 people would be pretty valuable, even if most would unsub upon seeing an ad for shitty software.

The scam part comes in when the profile is sold. Up till then you can say that a user willingly accepts every other part of the profile, such as liking the photo.
Then the user gets an ad because that profile gets sold. The user doesn't get a chance to reject the ad until they already see at least one.
