If you are taking part in traffic, you have to follow the rules of it.
Such as not drink-driving - Applies for barbi cart, car and bicycle.
Even by foot, you can lose your driving license but only if you take part in traffic, are drunk and have provoke an accident.
At least that's how it's regulated here in Germany and I doubt, it will be much different in other industrial countries with "strong traffic laws and enforcements".
