I think you're missing step 1.5: grow/otherwise obtain more. Otherwise step 2 is impossible.

What if the zombie virus/bacteria/magic/whatever halts decay by killing off the shit that makes it happen?
Or somehow transforms their bodies into demonic beings who don't have to abide by the rules of the universe?
