I have a teacher who used to be in SWAT. They do shoot dogs because drug dealers train them to attack cops. So the cops probably thought those dogs we're about to attack. Sure they we're in a cage but when you enter a supposed drug dealer's house your going to be quick in reacting.
Reposting this because no one seems to see it. Drug dealers train dogs to attack cops, not to mention when you enter a building high on adrenaline and you see a dog jump up against a cage and start barking at you when you are prepared to shoot something. The safety is off and you are entering a building of a person who is suspected of being a drug dealer, you would shoot. You don't have a full second to go, OH! Its in a cage! You need to react instantly or you might just be dead.

The dog was barking and acting in a manner the officer perceived as vicious and not knowing the strength of the cage, he acted at his discretion and disabled it.
Or perhaps he just saw a pitbull barking in a corner, didn't even realize it was in a cage? He did fire the shot seconds after the door started to open. This is somewhat a violation of a SWAT officer's training to 'Identify then react', but is still well within the officer's rights.
The video does not show very clearly what the officer at point saw, or at all what was going though his mind. We don't know.
