Voter fraud IIRC is most common at the "counting" level, where the group will invalidate and dispose of "wrong" votes.
It isn't really worth the effort to try and vote more than once, unless it's through one of those ballot machines and you know how to rig it.

this is actually exactly how it would happen, and voting machines leave very little in the way of paper trail so it's actually a legitimate concern
populist hypocrisy is more common than not
