I see your point, but I think it's a violation of the first amendment to suspend her graduation because of her beliefs. If she turns out to be a really horrible councilor, then she's likely to get fired by the school that hires her anyway.

First amendment clearly doesn't cover hate speech. Stopping her from graduating isn't a violation of anything, she's NOT complying with course regulations, rules, and requirements so she shouldn't graduate. Same thing zeke said, you don't let an evolutionary biologist graduate when he disagrees with evolution and denies it's very existence, he's not complying with course material and doesn't deserve to graduate then.
