It would be difficult to make the program, because you would need something that recognizes whatever the fuck language its in. Without knowing the contents of the file, or even the file type, you have no verification of the key being correct.
Seeing it's probably a 7zip file, there's no real way of verifying the integrity of the decrypted file.
So not only would you need the time to crack the key, you would need to attempt to verify every single key that you go through.

I think this would be how you verify if you got the key:

So you just need to guess a couple of words that are in the document, then when you try decrypting, see if those words are in there.
I have no idea which words or phrases you'd look for though. Maybe United States would be a good start?
This file could contain things ranging from the political undermining of the U.S. as a country, to even a very large picture of a cupcake with the words 'Allah akbar' on it. From the looks of it we'll never know until Assange is killed/arrested.

Even if all governments got togheter and pooled all their resources into cracking a 256 they still wouldn't be able to do it within a reasonable amount of time.
So unless they manage to get the key, this won't be cracked.
