It makes no difference if they're locked up or dead to the victims, their family still lost their love ones. The death penalty isn't a deterrent.. if you're going to plan to kill thousands of people, the last thing on your mind is getting caught. You can run, yes, but getting caught is inevitable and is a fact for them. Gandhi's old saying is correct.
