Yes and no, in my opinion. I believe it very well could have been MS-13, due to their huge expansion in the US, but then again, 20 or so gang members probably wouldn't take so kindly to a couple shots fired at the ground near them.

Either way, it doesnt matter. he discharged a deadly firearm, and until the details of the case are worked out, an arrest is fine.
Arresting him doesn't mean they threw him to the ground and shoved his face in the dirt before throwing him in jail, they probably took him into the police station for questioning as youd do with anybody who fires a firearm in public. Somebody being on your property and threatening you from a distance does not mean you can get off the hook without a questioning.

New Hampshire actually has a Castle Doctrine but like New York, Pennsylvania and Idaho it's not supported by any specific legislation, only previous cases so it can be a bit shaky.
