That sounds more like England. Even more liberal places like California or even Chicago will usually say "Good shot" if you blow someone away in your own home...

California laws are pretty different from most other state laws. Most places if you tell someone "get the fuck out of here now or you're dead." or just telling them you plan on shooting them, but they don't get out, you're more or less free to shoot them.
