You just need to have a license and a valid reason for wanting the gun, such as hobby shooting or hunting.

Some jackass was defending the civilian ownership of explosive anti-materiel rifles last time I tried to post in a gun-related thread. I'm sorry, dude, whoever you are, but there is no good reason at all for a civilian to own a 25mm high-explosive AM sniper rifle.
