They don't insure it because their prices would have to be high enough that nobody would choose to purchase it. If an area regularly floods every few years and some guy expects a $1 million payout when his business floods, what do you think his premium will have to be? Insurance is a service, not an obligation, and there comes a point where you have to realize that maybe if you set up shop right next to a regularly-flooding river, high-risk earthquake zone, or, I don't know, on the lip of an active volcano, that if something completely foreseeable happens it's not someone else's fault.
If you buy general insurance on a business in a flood zone, you won't be insured against damage. My mom works for FEMA in floodplain management and a big part of her job is explaining to local communities that if they build their homes and businesses in a floodplain, they can't expect full compensation from the government if or more likely when it floods. They chose to build there and they have to take responsibility, especially considering their taxes don't even come close to what a relief effort costs.
