I¨d still wager my money on some extreme faction on the rebel side. Considering how they have been balkanising lately, it wouldn¨t be all that surprising either. Another good indicator might be what religious majority is in the area targeted

Honestly I hate the usage of women and children as if it was something utterly special. Using civilians, or noncombatants should be more than enough.

now imagine if these countries got nukes ... any fanatical group which would lay hands on those would use it ... it's not been that long since there were multiple reports about several chemical storage bunkers captured by 'rebels' ... at least one israel air bombing was against 'classified' type of weapon transit ... it's terrible but i fear the world don't care anymore 100s or 1000s aren't tragedy for media anymore... in past 30y millions died under various dictators and crazy fanatic religion groups ... nobody took them down, sad world we live in
