Why the heck would the régime use chemical weapons when they are winning the civil war. The more obvious culprit would be one of the more extreme factions within the rebel side.

That's kinda what I assumed. Assad hardly seems stupid enough to greenlight chemical weapons a town over from some UN observers, but it could be some chucklefuck colonel who somehow got his hands of them and figured he could do some real damage.

Well the army has been fairly disciplined to be honest. I¨d still wager my money on some extreme faction on the rebel side. Considering how they have been balkanising lately, it wouldn¨t be all that surprising either.
Another good indicator might be what religious majority is in the area targeted

residential area.... of course many of the casualties will be women and children who happen to be civilian living in the same areas as civilian men.
Honestly I hate the usage of women and children as if it was something utterly special. Using civilians, or noncombatants should be more than enough.

it's not been that long since there were multiple reports about several chemical storage bunkers captured by 'rebels' ...
at least one israel air bombing was against 'classified' type of weapon transit ...
it's terrible but i fear the world don't care anymore 100s or 1000s aren't tragedy for media anymore...
in past 30y millions died under various dictators and crazy fanatic religion groups ... nobody took them down, sad world we live in
