That's exactly what they are, they were built during the Sino-Soviet border conflict afaik
I saw an explanation for them on some google earth website actually, I can't find it now though.

If this were a government facility there would be dedicated roads between buildings rather than each building having its own perimeter and driveway. Basic access control measures would always limit the number of potential entries and this place is reachable by at least two roads and one ditch.
Whatever has happened here seems to be duplicated; the structures are identical. Specifically the two buildings on the left next to the U-shape building are mirrored and they two structures underneath them have identical post patterns. There's no known or organized traffic between the buildings. And that post pattern in the bottom left resembles the post pattern seen in the central building. The third building seems to be an improvement on the other two buildings. This leads me to believe that these buildings all operate independently but have a common denominator of having the same real estate developer or contractor — someone who only knows a handful of ways to build large-scale industrial buildings.
The duplicate buildings were built at different times. So, this throws in some extra mystery. I'm unsure if these buildings were ever in operation or even finished while under construction.
These buildings are all privately-owned — at least their land is. If this was a government facility, they wouldn't use subdivided plots and they certainly wouldn't leave so many existing buildings semi intact. And if we were to manually subdivide the plots up, we will see that all of the buildings follow some basic rules of planning like setbacks and being required to be connected to a road.
The processing facilities are significantly farther away that their storage facilities. This seems to be a built-in safety precaution because no operation would intentionally disadvantage itself by increasing its own inefficiency.

Considering the geology is very similar to the Great Basin in Wyoming, I'm going to assume that this is the base of gas exploration company. Except for the fact that Google is based out of America and it's in their best interests to not piss off their own government or put their own country at danger by allowing others to spy on their countries assets.
China can't really do shit against Google besides declare an all out war on the US in order to get to Google, and nobody's exactly going to start a whole fucking war over that.
