For example if the laws of physics are independent of time, you get things such as conservation of energy which will always hold under these circumstances, and that certainly does define what is and what is not possible, if you incorporate other theories you get a model which describes our universe.
I think my uncle is one of the people that leads this now, if not he used to work at the lab on this over a decade ago.
