They do all scheduled public appearances in suits. Basically whenever anyone sees or pictures the leader, they're in a suit. Then when they go out in public to do regular people stuff, they're not in a suit. Ever. Most people won't realize who it is because they only ever see the leader in a suit. Also helps their security a bit, so they don't have to be surrounded by 35 Secret Service agents (or equivalent) when they just want a donut. I had a similar idea in that bodyguards are always plainclothes, and whoever hired them actually socializes with them a bit, so they're more like a close friend instead of a bodyguard.
