as far as i am aware, japan generally has a different attitude towards pedophiles. they are far more accepting towards them, whereas western cultures tend to shame pedophiles and treat them as subhumans, which i think is pretty fucking awful because being attracted to children isn't necessarily something one can control. i remember hearing about a japanese company that was producing child sex dolls for pedophiles so they have something child-like to satisfy them. real child porn should always be illegal, no doubt, but lolicon should definitely stay to cater to pedophiles so they don't need to be left in the dark.

It's quite possible that some amount of people are only drawn to the taboo nature of it and would lose interest if it's legal.

The reason CP is horrible is that it comes from the direct abuse of children, but if nobody has been abused there's no problem. You could argue that leaving it legal could somehow reinforce pedophilia but, most seem to agree that being homosexual isn't a choice, therefore attraction to children wouldn't be either. If that's reality then it would be good to leave sexualized drawings legal to make an outlet that doesn't involve hurting a child, and if someone was already planning on raping kids something tells me drawings being illegal isn't going to stop them. The alternative would be dubiously effective gay conversion therapy type deals.

I doubt that every single person who consumes this type of media is genuinely interested in the genre. While the majority are likely suffering from pedophilia, there's most likely some amount, negligible or otherwise, that are interested in it because it's a forbidden fruit.
