but there lies the paradox: we already have thermobaric bombs designed to take out these caves, and we have predator drones that can take him out if he's found outside. there's literally no reason to fire off one of these if we find and follow him
these would be far more useful at enforcing america's "policy" in third world nations that we can't immediately reach with our navy/air force

I see where you're coming from, but I'm not proposing we use new tech to strangle the world, but if we can stop a situation with it, might as well implement into diplomatic strategy.
For example, lets say Hurfdurfistan is threatening Israel, enriching uranium, building up military, the works. We let slip that we could blow up their military bases in under an hour. They decide to continue with the build up, we show force, potentially thwarting a dangerous situation.

so you're saying we should use these to destroy Iran's nuclear facilities? have fun dealing with an Iranian invasion of Afghanistan/Iraq and mining of the Strait of Hormuz, which will cause a global oil crisis and huge amounts of unrest
or by "show force" you mean we could just send a carrier group, which has traditionally been the way we do that thing.

no, it's offensive weapons. anti-missile systems only protect against developed nations (I don't see Russia or China attempting to nuke the US any time soon, if ever provided something doesn't drastically change in the world). third world brown people aren't afraid/don't hate the US because we can shoot down their missiles, and we don't threaten them/take out their leaders with a salvo of Patriot missiles

Nukes give the powers complete control, but they never use them. Why? Backlash. I'm not saying bomb anybody, that was just a hypothetical situation. I'd be willing to bet that the Russians are researching their own version, and counters to ours.

did you read my previous arguments that addressed this
nukes were never used because of MAD, yes, but there is no MAD for conventional cruise missiles. There may be public outcry if one of these was used unscrupulously, but there will not be the same amounts of world pandemonium as if we had used a nuke in anger. These are the "less-lethal" alternative, and as such would be used more often than nukes (as in: more than twice)
The Russians making an equivalent to these weapons is only a good thing in that it restores the balance of power. In doing so, well congrats, now the Russians have hypersonic cruise missiles that can reach anywhere in under an hour. It would be much better for world peace if we, instead of using money to build these weapons for example, carried out a joint manned space mission to Mars with Russia, China, India, and Brazil, or had a "Manhattan Project" with those countries to develop sustainable and cheap alternative energy sources (scaled down Fusion reactors, etc). Sure, weapons give you "peace through strength", but you can also have "peace through prosperity".
