This shit is rarer than you guys think. Border patrol cannot engage with firearms unless the immigrants shoot first. Even if they are confronting armed men, I'm almost positive they have to shoot first.

Imagine yourself as a Border Patrolmen, having rocks thrown at you basically every day. For all you know, the Patrolman was having a rough day and just decided "I'm sick of this shit, every fucking day!" and shot the first person who threw a rock at him.
I'm not excusing his actions(he should be both tried and fired), but soldiers, policemen and patrolmen are humans and make mistakes. I doubt he just decided "fuck mexicans" and started shooting.
There could be more to this story. I'm not saying the agent isn't at fault, but it's unlikely she'd shoot for a simple rock.

you could throw the rock and potentially knock the gun out of the persons hand or do some other injury. as the one poster said border patrol has to wait until someone else shoots first.

Sounds to me like someone brought a rock to a gun fight.
I find it interesting this story is back-dropping off the original story.
The original story stated that the kid attempted to smuggle drugs over the border, and was carrying a firearm. As he got towards the border a border patrol officer attempted to stop him ,but the kid hesitated, and open fired. One shot was apparently fired ,and it hit the kid(instant death). A witness report even stated that the Mexican police ran down to the bottom of the sewer panel ,and picked up an object before running back across the border.

The fact that it's a teenager against an armed man is irrelevant. He tried to use lethal force against someone who was just doing his job and received lethal force in return. On top of that, it was multiple people throwing rocks at them; not just one.
