It absolutely is horrifying and worse in the long run, but from a political perspective, allowing the country to go to absolute trash under a Trump/GOP administration totally drains their political capital and turns the nation against them, which generally translates into votes against them during elections.
As you said, if the Democrats spend their precious political capital impeaching Trump, we will still have Pence and Ryan. Better to let them hang themselves.

Pence will at least have a fully stocked WH and run it compidently. Trump and his narcissism is literally leaving most of the executive branch empty because he doesn't have enough ass kissers to stock it with.
