The FBI wouldn't target a random civilian and say they captured the criminal. But it is possible although unlikely that the FBI fucked up and somehow arrested an innocent person. They seem very confident about the evidence against him though, his email linked with SR, and IP's matching his current location as well as places he's traveled to while posting about SR, and his friends openly asking him about SR.
This is most likely an imitator or friend reviving the site, I doubt the FBI would seize the assets and take it down, then make a new one and put it back up.
