I'm not sure what the legal/mental health system is like over there, but they need to be monitored for sociopathy ASAP. No sane human being does something like this.

Harming animals is seen as worse to us than harming humans because when a person harms an animal they do it out of pure spite and total malice, unless it's for eating or hunting. When someone kills another human, we often think "Well, that's sad," but we are not completely shocked or emotionally affected because we understand how humans are. There may be motivation for a murder of a person other than pure sadism, and when we know that it is pure sadism then we tend to feel worse about it. Just like with children, animals are seen as pure- they're naive, they don't understand and cannot comprehend the world around them. A human, we understand, can at least understand what is happening to it, but an animal can not afford this luxury, and the price they pay is fear and suffering without understanding, when already they were in fear or had put their trust in the humans. Often we see sadism against animals as a sign of sociopathy and a forerunner of homicidal and sadistic personalities. This is commonly understood to be the case because it is more difficult for a human that feels and thinks as humans are commonly expected to do to bring harm out of spite and sadism to an animal or child, than it is for humans to harm another person. That is, if you can torture an animal then you can torture a person. There are exceptions, in that some societies that practice widespread animal mistreatment find it more difficult to emphasize with animals, but in a society where animals are often integrated into the human life, to be sadistic like this is sick and disgusting.
