FYI: Europe universal emergency #: 112 (Police, Firesquad, Paramedics ) 999 is UK+Ireland only, but 112 works too.
Similar thing happened in Regina, Sask, where I live. Two First Nations people were fooling around and one decides to try and swim across the lake. He starts drowning and went under and his friend ran around trying to get someone, for 20 minutes trying to get someone/anyone to phone 911 for him. No one did, because "he didn't look right" (The people were afraid he would rob them or run off with their phone.) Needless to say, the swimmer drowned. The fished him out later. Pretty sad.

So just to clarify that I have this correct, the kid took the picture before anything had happened? As in, the guy got hit AFTER the picture was taken? That's how I'm interpreting the article, help me out.

I know the perfect punishment for this guy. 120 hours of community service + 2 year driving ban should teach him how to behave like a human being and not a selfish cunt.

It's a criminal offense to not stop and help someone like that in my country and you can go to jail for that. I generally help when I can and see that it would be of assistance to someone. I consider myself a good samaritan. I am in no way [I]advocating[/I] the Bystander Effect or it's small-scale variants, but I doubt the majority of people on FP would go out of their way to identify, stick around and possibly hassle with paperwork afterwards - in short, take on the brunt of responsibility, whoever that person may be (genuinely in need of medical help or a sleeping bum). I merely speak from personal experience and what I've observed so far. You've helped someone - good for you! Helpful, friendly people is what the world needs, but I'm not going to sugarcoat the fact that most people wouldn't give a rat's ass in fear of having to deal with the responsibility once they get involved. If I saw a man just lying in the street in an urban area, I'd have no idea what was happening as well. It's not like he saw the guy get hit, saw the guy bleeding in the street, and THEN did nothing; he saw a man lying on the ground. I'd have thought he was drunk too.
He didn't hit him or anything, the guy saw a man laying on the road and took a picture because he thought it was a bit funny. I would have thought he was a drunk too, and if you've looked at the picture it was pretty dark, so there wasn't much to see.
